    what would happen if task time were higher than cycle time? Because I don't know whether the assignment my teacher gave us was wrong or not, I see that 1 task time is higher than cycle time. Your answer will help me a lot. Thanks.

    The staffing of nurses is so much more complicated than simply cost minimization and minimal staffing requirements. What about nurse's preferences for adjacent workdays, choices of which nurses work together, patient acuity, skill strengths of different nurses, days off, vacation preferences... This is like calculating the orbit of a comet by building an orbit model that is based only on where the comet has been on two different days with no idea at all of the arc between the two points.
