Mistake made at around 12:00 mark regarding skewness. Here is clarification: In the case of uni-modal distribution, negative skew means the left tail is longer; which is also called left-skewed. Why is the Z (the norm.s.inv) used? Is there a specific reason?
The staffing of nurses is so much more complicated than simply cost minimization and minimal staffing requirements. What about nurse's preferences for adjacent workdays, choices of which nurses work together, patient acuity, skill strengths of different nurses, days off, vacation preferences... This is like calculating the orbit of a comet by building an orbit model that is based only on where the comet has been on two different days with no idea at all of the arc between the two points.
